Water is easier to add and drain if you move the base frequently; sand is heavier and better for semi-permanent outdoor placement.
Can one person move it?
Yes. The tilt-and-roll wheel design lets a single person reposition the base without lifting, even when ballasted. Tilt the post back toward you and roll it like a hand truck.
