Does it need to be filled with water or sand?
Not necessarily. At 8.5 lbs. unfilled, the base will stay upright in calm indoor or sheltered conditions. For outdoor use where wind or passing traffic is a factor, filling the base with water or sand (up to 30 lbs.) adds enough weight to keep it stable. Water is easier to add and drain if you move the base frequently; sand is heavier and better for semi-permanent outdoor placement.
Can one person move it?
Yes. The tilt-and-roll wheel design lets a single person reposition the base without lifting, even when ballasted. Tilt the post back toward you and roll it like a hand truck.
Is this base suitable for road or street use?
